Boards, Commissions & Committees

Santaquin's various boards, commissions and committees are filled with volunteer members from our community. If you would like to be considered as a future board or committee member, contact the city administration offices at 801-754-3211. Our mayor will interview you as positions become available and make appointments as needed.

Architectural Review Committee

The Architectural Review Committee reviews and determines the compliance of site plan and building permit applications with the provisions of Santaquin land use ordinances. Additional information is found in the city code Santaquin City Code §2-3.
The Santaquin Architectural Review Committee is responsible for reviewing building and site plans for new commercial development and multi-family developments in the City. The board includes a licensed architect, City Council representative, a building department representative, and two volunteer citizens. The board meets on an as-needed basis and is responsible for assuring the intent of the city's architectural standards is met and the communities character and higher qualities are upheld.


The architectural review committee is required to meet no more than 10 days after submission for review. Meetings are scheduled as needed.


The architectural review committee consists of five (5) members and shall at all times include the following one planning commission member, one member of the Community Development Department, and one state licensed professional architect. Members do not have to be residents of Santaquin.

Community Services Board

The Community Services Board was newly formed in January 2021. This board will work to determine needs for the city's recreation, museum and cultural arts departments. In the formation of this board, the former recreation board and museum board was retired. 


Community Services Board meets every third Thursday of the month at 7:00 pm.  Until further notice, the board will meet online due to Covid social distancing requirements. Meetings will be broadcast on Santaquin City's YouTube channel.

Development Review Committee (DRC)

The Development Review Committee reviews site plans for compliance with applicable code, ordinances and standards.


The Development Review Committee shall be composed of city staff, including representatives from each city department, elected officials, and others, as determined by the city council.

Library Board


The Board usually meets on the second Wednesday quarterly (January, April, July, October) at 6:00 p.m. in the Santaquin City Council Chamber, 275 West Main Street. The agenda is posted 24 hours or more prior at the City Office, Post Office, Library and Zions Bank. The agendas will also be posted on the Utah Public Notice Website. For more information call 801-754-3030. Meetings may be cancelled occasionally for summer events or during holiday months. Special meetings may be called and a notice and agenda will be posted.


In accordance with Utah State Statute 9-7-403, Library Board Members are appointed by the city governing body for a three year term and may be reappointed to serve a second consecutive three year term.

Planning commission

The Planning Commission serves a variety of roles for the City and the community. The Planning Commission:

·  Maintains the vision and objectives of the General Plan.

·  Encourages land use compatibility.

·  Balances public and private interests.

·  Provides an opportunity for public involvement.

·  Identifies and debates key facts and issues.

·  Ensures a fair and equitable process.

·  Provides recommendations to the City Council.


Meetings will generally be held on the 2nd and 4th Tuesdays of each month. No meetings will be held on the 4th Tuesdays of November and December due to holiday observance.  Any additional meetings or changes made to the regular meeting schedule, as deemed necessary, will be noticed appropriately.  Meetings are held at the City Council chambers located at 275 West Main Street in Santaquin.  A work session begins at 6:30 pm and the regular meeting begins at 7:00 pm.  The public is invited to attend all Planning Commission meetings.

RAP Tax Committee

In 2018, Santaquin residents voted to approve a RAP Sales Tax. RAP stands for Recreation, Arts and Parks. Sales tax revenue generated by this tax will go directly to benefit local projects related to Recreation, Cultural Arts and Parks. Funds can be used for capital improvements as well as programs. Examples include, but are not limited to: Parks, Ballfields, Trails, Splash Pads, Arts, Museums, Music, Theater & much more.

A Citizens Advisory Committee comprised of 7 members review and make recommendations on how RAP TAX funds will be used. The committee is comprised of:

  • City Council Member (non-voting)
  • Community Services Director (non-voting)
  • Chair of the Recreation Board (voting)
  • Four voting at-large positions made up of Santaquin City residents (2 two year initial terms, 2 three year terms)

Historic Preservation Committee

The Historic Preservation Commission is to Survey and Inventory Community Historic Resources, to Review Proposed Nominations to the National Registry of Historic Places, To review Applications for Certificates of Appropriateness, to Provide Advice and Information to City Officials and Other Governmental Officials and to Support Enforcement of State Historic Preservation Laws.
