Utilities Department
Santaquin City offers consolidated billing for its public utility services.
General Guidelines
- Base rates are calculated on an approximately 30-day billing cycle (26th - 25th of each month)
- Usage readings are obtained mid-month
- Bills arrive around the 1st of the month
- Bills are due on the 20th
- The penalty is assessed on the 21st
- Online payments can be made anytime at www.xpressbillpay.com
- Please Note: Santaquin City ONLY accepts utility payments online through XpressBillPay.com and your bank billpay system. Other online payment sources are not linked with Santaquin City and your payments will NOT make it to the city. Beware of fraud in using alternative payment sources online.

To Apply for Utility Services, fill out the Utility Contract Form (download and print) and take it to the City Offices at 110 S. Center Street. Office hours are listed below. A $200 deposit and $25 set-up fee is required along with a photo ID. If purchasing a home, the $200 can be waived if proof of ownership is shown.
Garbage and Recycling can need to be curbside on garbage day by 7 a.m. If you have an issue, please contact the city offices the day of, or immediately the following day, to report missed garbage pickup or missing cans at 801-754-3211. Otherwise, you will have to wait until the following week for garbage service.
Attention Customers!
Any utility account is deemed to be delinquent if current charges are not paid within seven (7) days after the due date.
Monthly bills are still due on the 20th of each month. Penalty charges of 10% on any unpaid balances will continue to be assessed to any account that is not paid by the 20th unless the 20th falls on a weekend.
